My straight six motor has wet oily spark plugs and oil shoots out the breather cap. What should I do in order?

I've been reading about blowback and blowby etc. and am wondering what I can replace in order from easiest to hardest. Should I start with valve stem seals and move to piston rings? Is there something even easier I don't know about (except oil additives, already tried that)?
