Should mountain climbers and cave spelunkers be required to post an "In Harm's Way" bond?

Why should the taxpayer have to carry the load for getting these people out of harm's way -- helicopters, dog sniffers, fire brigades, hundreds of volunteers? It might be an insurance policy or bond..
