2nd meeting with someone, lunch, what if there is no romance?

I recently went on a 2nd lunch meeting with someone, our 1st meeting was blind, we had coffee and got along ok so 2nd meeting happened. We got along OK, had stuff in common and laughed a bit, no weird silences! but there was no physical contact and no romance, but they do want to meet for a movie sometime. Should there be romance on a second meeting? it wasn't a formal "date" will it take time? how will i know if they are interested when we meet again? this person is very friendly and chatty naturally so its confusing. i think they liked me on 1st meeting them but am not sure now.
