Don't you think that the solution to all the unjustified deletions of questions/answers and accounts?

caused by spiteful users lays in the elimination of the report abuse option? Why is there this option when there is already the block user? If I don't like a question or an answer or an user all I have to do is blocking it. And if somebody keeps pestering me all I have to do is to keep blocking until they give up because they don't gain anything out of it. Giving the option of abuse report is like allowing everybody to carry guns. That's is why the problem of unjust deletions of questions/answers or accounts exists. Until the report abuse exists the problem will persist.
